An Agreement made between the Alathar Center and the Ministry of Human Resources and Social Development

 

 The Ministry of Human Resources and Social Development and the Alathar Center signed an agreement of understanding to  develop community giving indicators , including developing an indicator for individual giving and another one for social responsibility programs carried out by the private sector.

The purpose of the agreement was to develop a national giving index with a view to measuring the community giving in its various forms, ,gaining an in-depth understanding of all relevant aspects, with a core focus on raising the level of community giving, and linking giving with a clear indicator that measures community changes that take place in this regard.

 This indicator will allow the periodic monitoring over changes to take place and ensure that the interventions undertaken by the Government and the non-profit sector in general have clear implications, raise the level of giving and also improve the World Giving Index rankings of the Kingdom of Saudi Arabia in the indicators related to giving, such as the World Giving Index (WGI).

 

The Saudi society is historically characterized by giving, derived from a religious culture, which fosters values of solidarity, compassion and show support for others. The solid social capital possessed by the community encourages giving and solidarity. These indicators will be instrumental in maintaining and developing values of community giving and generosity and leaving no stone unturned to develop practices and tools that serve such values, so that mercy prevails and the goals of social solidarity advocated by our true religion and adopted by the good government can be achieved.

The giving Index per Individuals was defined by five key parameters: 

Financial donation, in-kind donation, volunteering, community solidarity, blood and organ donation.

 The Individual Giving Index is the only indicator in the Kingdom that measures this element, with a core focus on fostering social solidarity, serving development goals and the objectives of the non-profit sector, by becoming familiar with the current situation and allowing the measurement of practices, the scope of its outreach and deep-rooted values as community practices.

 The indicator will be of much help to gain insights into the current status of giving practices, and it will also allow an understanding of the efficiency and effectiveness of government and non-profit sector interventions in order to put such practices in place by monitoring the annual change on this indicator and trying to assign changes to the indicator for interventions.

This indicator is in line with the Vision objectives for the non-profit sector. It would contribute to increased giving towards the sector’s organizations, and this in turn will raise the Sector’s contribution to the GDP, in the sense that  individuals’ giving in addition to social responsibility programs and Waqf (Islamic endowments) are regarded as three drivers  for  the non-profit sector’s funding sources. Also the indicator will address the issue of volunteering, and this will serve as an enabler for understanding, operationalizing volunteering and achieving the KSA Vision’s goal of reaching up to one million volunteers in 2030. Also, with an understanding of donors’ attitudes towards several societal issues covering education, health, and culture together with increased interaction with such issues.
